First, what is the exact time of reciting the Adhkar in the morning and evening?
The two are different, the down Adhkar is said after the salat al Fajr or early in the morning. In the evening it’s said to be after the Prayer of maghrib. In between those times you are in Allah’s Protection

Hadiths about Adhkar.
According to Muslim (2692), Abu Hurayrah said: “Whoever says in the morning and evening, ‘Subhan Allah wa bi hamdihi (Glory and praise be to Allah)’ is the Messenger of Allah (blessings and peace of Allah be upon him).” One hundred times, no one, with the exception of someone who said something similar to what he said, or even more, will appear on the Day of Resurrection with anything greater than what he has done.

Muslim (2709), Abu Hurayrah narrated this story: “O Messenger of Allah, I was stung by a scorpion last night.” This man approached the Prophet (peace and blessings of Allah be upon him). It would not have hurt you if you had said, as dusk fell, “A’udhu bi kalimat-Illah it-tammati min sharri ma khalaq” (I take shelter in Allah’s faultless words from the evil of that which He has created).
أَعُوذُ بِكَلِمَاتِ اللَّهِ التَّامَّاتِ مِنْ شَرِّ مَا خَلَقَ
Muslim (2709)
According to Abu Dawud (5074), Ibn ‘Umar stated: The Messenger of Allah (peace and blessings of Allah be upon him) always made sure to recite these du’as in the morning and evening.
” اللَّهُمَّ إِنِّي أَسْأَلُكَ الْعَافِيَةَ فِي الدُّنْيَا وَالآخِرَةِ اللَّهُمَّ إِنِّي أَسْأَلُكَ الْعَفْوَ وَالْعَافِيَةَ فِي دِينِي وَدُنْيَاىَ وَأَهْلِي وَمَالِي اللَّهُمَّ اسْتُرْ عَوْرَتِي ” .
Sunan Abi Dawud 5074
O Allah, I beg Your pardon and blessings for my family, my wealth, and my success in both my religious and material life. O Allah, hide my transgressions and protect me from the evils I fear. O Allah, shield me from above, below, right, left, and all directions. I take shelter in Your majesty to keep myself safe from any unforeseen harm that may come from below me (such as being engulfed by the earth). categorized by al-Albani as sahih in Sahieh al-Adab al-Mufrad and other places.

The Best Prayer
Narrated Shaddad bin Aus: The Prophet (ﷺ) said “The most superior way of asking for forgiveness from Allah is: ‘Allahumma anta Rabbi la ilaha illa anta, Khalaqtani wa ana `Abduka, wa ana `ala `ahdika wa wa`dika mastata`tu, A`udhu bika min Sharri ma sana`tu, abu’u Laka bini`matika `alaiya, wa abu’u laka bidhanbi faghfir lee fa innahu la yaghfiru adhdhunuba illa anta.” The Prophet (ﷺ) added. “If somebody recites it during the day with firm faith in it, and dies on the same day before the evening, he will be from the people of Paradise; and if somebody recites it at night with firm faith in it, and dies before the morning, he will be from the people of Paradise.”
” سَيِّدُ الاِسْتِغْفَارِ أَنْ تَقُولَ اللَّهُمَّ أَنْتَ رَبِّي، لاَ إِلَهَ إِلاَّ أَنْتَ، خَلَقْتَنِي وَأَنَا عَبْدُكَ، وَأَنَا عَلَى عَهْدِكَ وَوَعْدِكَ مَا اسْتَطَعْتُ، أَعُوذُ بِكَ مِنْ شَرِّ مَا صَنَعْتُ، أَبُوءُ لَكَ بِنِعْمَتِكَ عَلَىَّ وَأَبُوءُ لَكَ بِذَنْبِي، فَاغْفِرْ لِي، فَإِنَّهُ لاَ يَغْفِرُ الذُّنُوبَ إِلاَّ أَنْتَ ”.

According to Abu Dawud (5081), Abu’d-Darda (may Allah be pleased with him) said the following: whoever says seven times, morning and evening, “Hasbi Allah, la ilaha ill-Allah, ‘alayhi tawwakaltu wa Huwa Rabb ul-‘Arsh il-‘azim (Allah is sufficient for me, there is no god but He, in Him have I put my trust and He is the Lord of the Mighty Throne)”, Allah will provide for him in every way.

According to An-Nasai’s account in al-Kubra (227), Anas ibn Malik stated that the Prophet (peace and blessings of Allah be upon him) asked Fatimah, “What is stopping you from following my advice? When day breaks and night falls, you ought to recite the following: “O Ever-Living, O Self-sustaining and All-sustaining, by Your mercy I seek help; rectify all my affairs and do not leave me in charge of my affairs even for the blink of an eye.” Al-Albani classified it as hasan in as-Sahihah (227).
The Prophet’s (peace and blessings upon him) servant said: “There is no Muslim who says three times, when morning comes and when evening comes, ‘Raditu Billahi Rabban wa bil Islami dinan wa bi Muhammadin sall-Allahu ‘alayhi wa sallama Nabiyyan (I am content with Allah as my Lord, with Islam as my religion, and with Muhammad (peace and blessings of Allah be upon him) as my Prophet),” but on the Day of Resurrection, Allah will have to satisfy him. categorized as sahih due to supporting evidence provided by al-Musnad commentators.
رَضِيتُ باللهِ رَبَّاً، وَبِالْإِسْلَامِ دِيناً، وَبِمُحَمَّدٍ صَلَى اللهُ عَلِيهِ وَسَلَّمَ نَبِيَّاً
According to Ahmad (18967),
According to a story, ‘Uthman ibn ‘Affan (may Allah be pleased with him) said: “I heard the Messenger of Allah (blessings and peace of Allah be upon him) say: ‘In the name of Allah (with Whose name nothing can harm on earth or in heaven, and He is the All-Hearing, All-Knowing)’ three times, will not be stricken with a sudden affliction until morning comes, and whoever says it three times when morning arrives will not be stricken with a sudden affliction until evening.” Abu Dawud (5088) narrates.
بسم الله الذي لا يضر مع اسمه شيء في الأرض ولا في السماء وهو السميع العليم، ثلاث مرات، إلا لم يضره شيء”. رواه أبو داود والترمذي وقال حديث حسن صحيح .

The Prophet (blessings and peace of Allah be upon him) is reported to have said, “Allahumma bika asbahna wa bika amsayna, wa bika nahya wa bika namut wa ilayka’an-nushur (O Allah, by Your grace we reach the morning, by Your grace we reach the evening, by Your grace we live and by Your grace we die, and to You is the resurrection)” by Abu Dawud (5068), at-Tirmidhi (3391), and an-Nasai in al-Kubra (10323) from Abu Hurayrah. As night fell, he would say:
”اللهم بك أصبحنا، وبك أمسينا، وبك نحيا، وبك نموت، وإليك النشور”.
